Minutes from the July 15, 2020 Meeting of the

Board of Commissioners of the East Orange Parking Authority

Chairman McKnight called the meeting to order at 6:00 pm.  He also read the Sunshine Act-Law, and roll call was taken.  Due to the COVID-19 pandemic, the meeting was held via teleconference.  The following Commissioners participated:

Minutes:

Approval of the June 2020 meeting minutes was tabled until the next meeting.

Executive Session:

No Executive Session

General Session:

Commissioner Lasure read the June 2020 Summary of Finances.

Vice-Chair Muhammad made a motion to pay the July 2020 bills and was seconded by Commissioner Lasure. All commissioners in attendance voted in favor except for Commissioner Owens who had not joined at the time of the vote.

Kevin informed the Board that per a conversation with both Evergreen Equities and the African American Fund, Evergreen Equities is willing to work with the African American Fund in allowing them to utilize the lot when possible, however Evergreen Equities does not want that to be stipulated in the Lot 2H Lease Agreement since they are contractually responsible for the lot.  Kevin stated that the African American Fund wants to use the lot more frequently than initially expressed.  The Board does not approve of the new request but is ok with the initial request.

Kevin stated that he reached out to AJM regarding the bid award for the repair of Lot 1E 147 S. Harrison Street and they signed the contract.

Tony Jackson,  Melody Scott, and Councilwoman Claybrooks asked the Authority to assist with Daytime Street Sweeping Enforcement and the Board agreed only to assist if the City pays for the outstanding money due for using EOPA PEO’S and agrees to continue to pay going forward.  Also discussed was changing the process for street permits which will be revisited at a later date.

Vice-Chair Muhammad made a motion to resume assistance with street sweeping enforcement on July 27, 2020 and was seconded by Commissioner Lasure.  Chairman McKnight abstained, Vice-Chair Muhammad Nay, Commissioner Lasure Aye, and Commissioner Owens Aye.

Commissioner Lasure made a motion to amend the original motion to resume street sweeping assistance on July 27, 2020 and was seconded by Chairman McKnight.  All commissioners voted in favor except for Commissioner Owens who had already left the meeting.

Chairman McKnight made a motion to resume assistance with street sweeping enforcement on July 27, 2020 as long as the outstanding payment for the use of Authority PEO’S for prior enforcement assistance is received  before said start date, and was seconded by Vice-Chair Muhammad.  All commissioners voted in favor except for Commissioner Owens who had already left the meeting.

At 7:00 p.m. Vice-Chair Muhammad made a motion to adjourn the meeting and was seconded by Commissioner Lasure.  All commissioners voted in favor except for Commissioner Owens who had already left the meeting.
