Minutes from January 19, 2022, Meeting of the
Board of Commissioners of the East Orange Parking Authority

Chairman McKnight called the meeting to order at 6:09 pm. He also read the Sunshine Act-Law, and a roll call was taken. Due to the COVID-19 pandemic, the meeting was held via Zoom teleconference. The following Commissioners participated:

No one from the public participated.

Minutes:

Commissioner Jonas made a motion to approve the December 2021 minutes and was seconded by Vice-Chair Muhammad. All Commissioners in attendance voted in favor.

Executive Session:
N/A

General Session:

Vice-Chair Muhammad made a motion to pay the January 2022 bills and was seconded by Commissioner Jonas. All Commissioners in attendance voted in favor.

Chairman McKnight read the summary of finances for December 2021.

EOPA Board does not feel like they should be charged by the City for snowplowing when certain EOPA lots are used by the City’s Snow Crew in connection with carrying out the City’s snowplowing tasks

No update on the Brick Church Escrow Account Funds

John Morgan – Hiring an Executive Director (update)

• Kevin McManimon raised the following Question: does the EOPA want to interview the candidate sourced by the consulting company.
• The following considerations were discussed: Does EOPA have the money to hire an Executive Director? EOPA is still trying to understand and ascertain from the consultant the criteria it used to determine the candidate’s qualifications.
• Summary of McKnight’s Comments – Consultant should have sent an itemized bill. Had consultant sent an Itemized Bill, EOPA would have a better idea how the consultant went about determining the EOPA’s needs and selecting a candidate. EOPA still has no idea what kind of assessment the Consultant conducted.
• Summary of Vice Chair Muhammed-Dozier’s comments: Agrees that Consultant should have sent an itemized bill. EOPA does not know what Consultant did at this point, or how Consultant researched the EOPA. No one at the EOPA recalls interacting with the Consultant. Given the foregoing, Vice Chair does not know how the consultant could have selected a candidate for the position.
• Summary of Commissioner Jonas’ comments: agreed with points raised by others
• Going forward: EOPA wants an itemized bill before taking any next steps or considering the candidate.
